昨天下午，《2024上海WEB3.0创新生态建设调研报告》发布活动暨“全景WEB3.0：连接全球新机遇”专题座谈会在上海报业集团43楼融媒创新空间举行。这是上海首个WEB3.0行业报告，由上海市科委指导，解放日报社和复旦大学经济学院联合发布。
Yesterday afternoon, the launch of the WEB 3.0 Research Report on Innovative Eco-building in Shanghai 2024, & & ldquo; Panorama WEB 3.0: Connecting New Global Opportunities & & rdquao; and the symposium was held on the 43rd floor of the poster industry. This is Shanghai's first WEB 3.0 industry report, directed by the Shanghai City Science Committee and co-published by the Liberation Daily News and the School of Economics of the University of Gangan.
WEB3.0是以区块链等技术为核心的去中心化、由用户掌握自身数据身份和数字资产的下一代互联网。报告在深入调研的基础上，指出WEB3.0发展面临的挑战，包括：底层技术尚未成熟，概念落地缺少有力支撑；基础设施建设与发展需求不匹配；WEB3.0难以融入实体经济，产业链有待完善；风险较高且监管不足；相关行业标准有待制定。针对这些挑战，报告提出了一系列建言。
WEB3.0 is the next generation of the Internet, centred on technologies such as block chains, where users have their own data identity and digital assets. On the basis of in-depth research, the report identifies challenges to the development of WEB 3.0, including: the lack of technological maturity at the bottom level and the lack of strong conceptual support; the mismatch between infrastructure development and development needs; the difficulty of integrating the WEB3.0 into the real economy; the need to improve the industrial chain; higher risk and inadequate regulation; and the need to develop industry standards.
去年，解放日报社发起了“源动力·元实力”上海科技创新大调研及全媒体传播系列活动，聚焦WEB3.0、AIGC和元宇宙等新兴科技，发挥主流媒体的大众传播和智库功能。解放日报社邀请学术界和产业界的多位专家前往上海树图区块链研究院、上海科学院区块链研究所、波场、CertiK等科研机构和企业调研，了解行业发展动向，倾听业界专家观点。在此基础上，专家团队撰写了调研报告。
Last year, the daily newspaper Emancipation launched & ldquo; Power & Middot; Strength & & rdquo; a series of major research and media dissemination activities in Shanghai on science, technology and innovation, focusing on emerging technologies such as WEB 3.0, AIGC, and the meta-cosm, using mass communication and think tanks in the mainstream media. On this basis, the daily newspaper invited a number of experts from academia and industry to study the Shanghai Tree Map Area Chain Institute, the Shanghai Academy of Sciences District Chain Research Institute, the Wave Yard, CertiK, and other scientific institutions and enterprises to learn about industry developments and listen to industry experts.
报告指出，WEB3.0目前处于一个“高波动”的发展阶段，技术和风险防范措施还在不断发展中，监管措施也在不断完善，所以面临较多潜在风险。例如，去中心化应用程序（DApp）通常使用智能合约来实现功能，但由于智能合约代码是公开可见的，攻击者可以利用智能合约的逻辑漏洞，采取非法手段干扰区块链网络正常运行，进而转移或销毁数字资产。
The report states that WEB 3.0 is currently in a & & & ldquo; high volatility & & rdquo; that technological and risk prevention measures are developing, and that regulatory measures are improving. For example, decentralizing applications (DApp) typically use smart contracts to function, but because smart contract codes are publicly visible, the attackers can use the logic of smart contracts to disrupt the proper functioning of the block chain network by illegal means, thereby transferring or destroying digital assets.
在座谈会的圆桌讨论环节，多位专家学者围绕报告发表了观点。上海科学院区块链研究所副所长李超说，WEB3.0通过区块链等技术，构建了支撑人类社会活动的“技术信任”，将推动互联网进入更尊重网民创作权益的新时代。CertiK联合创始人、香港WEB3.0发展专责小组成员顾荣辉指出，“技术信任”存在安全隐患，如果区块链里的代码有漏洞，包含大量数字资产的网络就会被黑客攻击。因此，科研机构和企业要加强下一代互联网的安全技术研究，为越来越多的数字资产保驾护航。
During the round-table discussion at the symposium, several expert scholars expressed their views on the report. Li Bao, Deputy Director of the District Chain Institute of the Shanghai Academy of Sciences, said that WEB 3.0 had built & & ldquo; technical trust & & rdquo; and that it would promote the Internet into a new era of greater respect for the creative interests of the Internet. The Co-founder of CertiK, a member of the WEB 3.0 Development Task Force in Hong Kong, said & ldquo; there were security pitfalls and a network of digital assets would be attacked by hackers if the code in the block chain was flawed.
身在墨尔本的SFT Labs主理人、ERC-3525通证标准联合作者孟岩通过视频连线发表观点。在他看来，WEB3.0正处在大发展的前夕，这个领域的技术储备已较为丰富，高性能区块链、隐私计算、现实世界资产……为未来行业发展奠定了坚实基础。“建议国内政府部门加快研究制定Token（通证）监管政策，为‘Token经济’和数字资产提供安全保障。”
The head of the SFT Labs in Melbourne, co-author of the ERC-3525 Transmittal Standard, expressed his views via video link. According to him, WEB 3.0 was on the eve of a major development, and the technological reserves in this area were already rich, with high-performance block chains, privacy calculations, real-world assets & Hellip; & Hellip; a solid foundation for future industry development. & ldquo; recommended that domestic government departments expedite research to develop a Token (passport) regulatory policy to provide security for &lsquao; Token economy & rsquao; and digital assets. & & rdquao;
谈到“Token经济”，丰元资本管理合伙人徐霄羽说，随着WEB3.0时代的日益临近，“Token经济学”正在兴起，政府、高校和科研机构可对这门经济学进行深入研究，为繁荣下一代互联网、创新监管体系建设提供学术支撑。

展望未来，《2024上海WEB3.0创新生态建设调研报告》指出，上海作为国际金融中心，可利用其在金融科技、人工智能、云计算等方面的技术储备和实践经验，推动WEB3.0在智能合约、数字身份认证、数据安全和隐私保护等领域的技术突破；以产业数字化为引领，对传统工业进行全面数字化、智能化改造，将传统生产力提升为新质生产力。
Looking ahead, the Shanghai WEB 3.0 Research Report on Innovative Eco-building notes that Shanghai, as an international financial centre, can use its technological pool and practical experience in financial science and technology, artificial intelligence, cloud computing, and promote WEB 3.0 technological breakthroughs in areas such as smart contracts, digital identity certification, data security and privacy protection; and, with industry digitalization as a lead, complete digitization and intelligent transformation of traditional industries, upgrading traditional productivity to new quality productivity.
报告还建议，上海可充分发挥数字经济的优势，制定WEB3.0领域的专项支持政策，开展顶层设计和体系建设，推动行业标准制定工作，打造产业生态创新高地，同时创新监管体系建设。
The report also recommends that Shanghai take full advantage of the digital economy, develop a specific support policy in the area of WEB 3.0, develop top-level design and system-building, promote industry standard-setting, create eco-innovation highlands, and develop an innovative regulatory system.
