Moc said that if the local Bitcoin exchange collapses, Hong Kong securities and would regulate the digital money industry. He pointed out that the Hong Kong Censorship Commission probably lacked the experience and knowledge needed to regulate encryption technology and could adopt a policy of enforcing the ban. Despite Moc’s concerns, the Hong Kong Financial Supervisory Authority did not express its intention to develop a specific legislative framework for digital money. On December 11, the Hong Kong Censorship Commission issued a document explicitly requiring Hong Kong companies to provide “bitcoin and investment products related to digital currencies” to comply with the existing requirements of the Hong Kong Securities and Futures Regulations.
