记者9月8日获悉，工信部日前正式复函河南省工信厅，支持郑州市创建国家区块链发展先导区。这是我省实施数字化转型战略、大力发展数字经济取得的又一重要成果。
The press was informed on 8 September that the Ministry of Labour and Communications had recently officially returned to the Ministry of Information and Communications in Henan Province to support the creation of a national block chain development pilot zone in the city of Chengzhou, another important achievement of my province's digital transformation strategy and its vigorous development of the digital economy.
区块链技术作为具有巨大潜力的新一代前沿信息技术，正推动互联网从传递信息向传递价值变革，重构信息产业体系，是未来发展数字经济不可或缺的关键技术和基础产业之一。我国高度重视区块链技术和产业创新发展，工信部、中央网信办去年已发布《关于加快推动区块链技术应用和产业发展的指导意见》，提出发挥区块链在产业变革中的重要作用，促进区块链和经济社会深度融合，加快推动区块链技术应用和产业发展。

河南作为经济大省、人口大省，拥有海量数据资源、丰富应用场景和广阔市场需求，发展区块链具备良好基础。我省正积极抢抓机遇推进区块链发展，今年5月已制定出台了《河南省区块链技术应用和产业发展行动方案（2022-2025年）》，提出了明确的发展方向和发展目标。

目前，我省相继成立了河南省区块链产业联盟、河南省区块链研究院、河南省区块链专家委员会；建设了河南省区块链展示中心、区块链公共服务平台（豫信链）；打造了河南区块链开源社区，教育部批复了河南省首个区块链工程学院（本科），通过集聚优势资源，培育区块链技术、产业生态和应用服务体系，构建产学研用一体化发展格局。
At present, I have set up the Henan Regional Block Chain Industry Union, the Henan Regional Block Chain Research Institute and the Henan Regional Block Chain Expert Committee; built the Henan District Block Chain Demonstration Centre and the District Chain Public Service Platform (the Pocket Chain); built the Henan District Block Chain Open Community, and the Ministry of Education re-established the first Henan District Chain Engineering College (the Benko) to develop integrated development patterns for production and use by pooling advantage resources to foster the sector chain technology, industrial ecology and application service systems.
今年8月，省工信厅前瞻布局，新批准揭牌了河南省区块链产业园区，目前已有包括区块链头部企业杭州趣链在内的20多家企业区签约入驻。力争到2025年，培育10家龙头企业，孵化初创型企业30家—50家，承担一批国家、地方重大科研课题。

郑州缘何能获批创建国家区块链发展先导区？

首先，郑州市高度重视区块链产业发展，在区块链创新能力、场景应用、产业布局等方面已具备较好基础。截至目前，郑州市登记从事区块链业务的企业600多家，产业处于快速成长阶段。

在区块链创新能力上，郑州市拥有解放军战略支援部队信息工程大学、郑州大学、中电科27所、国家超级计算郑州中心、嵩山实验室等一批实力雄厚的科研院所和创新支撑机构，在区块链的理论、技术与应用研究方面处于全国先进水平，建有密码示范学院（全国仅5家）、网络安全示范学院（全国仅11家），培育形成郑州高新区、金水区两个网络安全产业发展相对集中的产业集群。

此外，郑州市还着眼于区块链创新发展需求，组建产业联盟、建设产业基地、开展人才培育、成立研究机构，持续构建良好的区块链产业发展生态。

郑州国家区块链发展先导区的建设目标为：推进区块链技术应用与郑州大枢纽、大物流、大产业、大市场独特优势融合发展，建成具有全国竞争力的区块链产业生态体系，培育形成一批特色明显、竞争实力强、发展前景好的骨干企业，产业园区等发展载体攻坚突破一批区块链关键核心技术，推进区块链多领域、多场景应用取得重大进展，区块链健康有序发展的格局基本形成，在专利数量排名、国家级创新平台数量、标准体系建设、区块链应用场景和规模等方面走在全国前列。

到2025年，建成2个省级区块链专业园区，培育形成20家以上在国内具有影响力的区块链骨干企业，20家以上技术和模式领先的区块链服务商，全市区块链产业整体规模突破30亿元，建设20个以上“区块链创新应用”示范场景，推动实现基于区块链的政务服务及政务数据共享，推动企业运用区块链技术、接入区块链平台实现产业转型升级和高质量发展，建成国家区块链发展先导区。（记者 陈辉）
