我们在第1弹介绍了上海数据交易所的大致。
今天第2弹，介绍在浙江的工作：

通过对接银行、担保机构、数据公司等多方主体，利用大数据、区块链等技术手段，采集企业生产、经营链上的各类数据，由区块链存证平台发放存证证书，将数据转变成可量化的数字资产。

那去年9月份这个两单，一个是浙江凡聚科技公司。它的数据是跟踪多动症的人，获得了一些神经反应的数据。
So in September of last year, one of these two items was Zhejiang Van Jum technology. Its data is for people who track ADs and get some neuroactivity data.
这类数据、我们的医疗数据。
This kind of data, our medical data.

杭州高科技融资担保有限公司（简称：杭高担）进行增信。
将数据作为抵押
杭州银行科技支行授信500万元。

另外一家公司，是蔚富来科技公司，他们在垃圾分类方面的环保测评数据。

它这里多一步：通过杭州高科技融资担保有限公司进行增信。
It takes more than one step: through Hangzhou High-Tech Financing Guarantee Ltd.

1? 浙江省知识产权区块链公共存证平台，接收数据。
1.1? 并同步到省知识产权研究与服务中心、省市场监管局、杭州互联网公证处、杭州互联网法院
2? 数据的托管
2.1? 杭州安恒信息技术股份有限公司的大数据中心
3? 浙江省知识产权研究与服务中心对数据链验证结果进行确认，
3.1? 并发放“数据知识产权公共存证证书”。
4? 银行等机构通过“数据知识产权公共存证证书”，
符合条件的办理质押并发放贷款。
Eligible pledges are made and loans are granted.

主要步骤呢？第一，在浙江已经建好了的，浙江省知识产权区块链公共存证平台。区块链存证，在浙江做得也比较早的，特别是跟法院，数据打通，通过公证处，等等。

然后一个重要的步骤，凡事需要有个证书。也是政府发挥作用。浙江省知识产权研究与服务中心，来对这个数据链，进行验证：这数据，它是一步步是怎么来的？进行确认，然后发一个证书，这个证书就叫 “数据知识产权公共存证证书”。
And then an important step is to have a certificate for everything. It's also the role of the government. Zhejiang Province Intellectual Property Research and Services Centre, to verify this data chain: how does this data come in step by step? To confirm, and then issue a certificate, which is called the "Data Intellectual Property Public Record Certificate."
那么银行得到了这个证书以后呢，再判断如果这个企业符合一定条件，那就可以贷款。

浙江大数据交易中心有限公司、
杭州高新融资担保有限公司、
杭州银行股份有限公司科技支行、
上海银行股份有限公司杭州滨江支行、
中都国脉(北京)资产评估有限公司杭州分公司。

这几个单位在做了去年9月份做了这件首单之后，在今年3月底，发布了一个团体标准。
After doing this first list last September, at the end of March this year a group standard was issued.
我们现在也比较了解团体标准了。它是2017年《标准法》修订，增加的一个标准，门槛比较低啊，可以比较迅速地做。
We now have a better understanding of group standards. It is an amendment to the Standards Act of 2017, adding a lower threshold that can be done relatively quickly.
那么这几个单位，很多刚才也都提到了。一个，（区）市场监管局本身。
So many of these units have just been mentioned. One, the marketing authority itself.

所有人的真假：
数据的确权。

那么在做这个很有意义的事情中，在我们交流当中也看到，数据有它的特点。它是无形资产的一种，比较新的种类。它跟专利也不一样，更商标也不一样，跟版权也不一样；虽然都有些共同点，特别是跟版权！
So in doing this very interesting thing, as we have seen in our exchanges, the data have its characteristics. It's a new type of intangible asset. It's not the same as patents, it's even more trademarks, it's different from copyrights; it's all in common, especially copyrights.
那么第一，所有无形资产共有的，就是一个确权的问题。刚才讲到数据链，这个链条就是数据怎么产生的、中间过了几手、为什么今天拿出这个数据的人，他是真正的所有人，他不是一个假的所有人。这些事情。
So, first of all, all intangible assets are in common, and it's a question of certainty. When we talk about the data chain, it's about how the data is generated, how many hands are in the middle, why the person who came up with the data today, he's the real owner, he's not the fake owner. 价值可能稀释：
数据交易(或数据质押)之后，同样的数据，甲方又用作其它用途，怎么监测？

数据还有一个比较特别的地方，这点跟版权有点像，但是我们在工作当中，肯定也会发现它还是有数据特有的东西的。
There's another special part of the data, which is a little bit like copyright, but in the course of our work, we're sure to find that there's something specific to the data.
数据的价值，可能稀释。就是说，现在这个企业，这个数据抵押给银行了，那银行给我钱；那么有些约定，说这个数据就不能再用在另外一些地方。
The value of the data may be diluted. That is, the business now, the data is mortgaged to the bank, the bank gives me money; there are agreements that the data can no longer be used in other places.
但是呢，如果我这个企业真地用在另外场所、或者再去抵押一次。这个是很难监测的，这里要做一个全国范围、全球范围的一个监测，
